The Ethnobarometer Programme’s publications are aimed at three constituencies:

Policy makers and the media, with Working Papers on specific issues and an Annual Report on the state of inter-ethnic relations in Europe, covering legislation and regulations, administrative measures affecting minorities, either negatively or positively, judicial or political actions or organised protest undertaken by minority groups in defence of their rights, racist incidents, etc. as well as any other fact or situation that ought to be taken into consideration by local, national and international institutions and minority leaders engaged in preventive action and crisis management.
the academic community, with periodic updates on inter-ethnic relations and human rights related research currently being carried out in Europe, or on issues relevant to European affairs;

local institutions and organisations in the various countries, with issue-oriented papers, to serve information and training needs.

In addition to the Annual Report and other publications, information on the Programme’s activities and reports are made available through CSS’ website (www.ethnobarometer.org), which is specifically devoted to the Ethnobarometer Programme’s work, and through CEMES’ website which provides a broad information service on migration and ethnic relations issues.

Publications

The Ethnobarometer Working Paper Series

The Ethnobarometer Working Paper Series is published in paper and electronic form. A limited number of printed and bound copies are available for distribution. Organisations wishing to apply for a printed copy should direct their request to either CSS or CEMES. It should be noted that the available stock is limited and postage and packing costs may preclude us fulfilling requests for despatch to some destinations. The electronic version is available on this website, and that of CSS (www.ethnobarometer.org). All the working papers are copyright of CSS/CEMES for the Ethnobarometer Programme and we expect users to respect normal copyright conventions in making use of the texts.

	Migration and Criminality: the Case of Albanians in Italy draws on primary research to establish the extent of recent Albanian migration to Italy and to assess whether the mass media’s assertion of a ‘criminal invasion’ is borne out by the facts. The paper also examines the links between Albanian migrant flows and organised crime. 	New Migration and Migration Politics in Post-Soviet Russia is unique in providing not only an up-to-date overview of the complex web of migration flows affecting Russia in the 1990s, but also an in-depth analysis of the emerging migration policy and politics arena. The paper challenges commonplace assumptions about migration in Russia and points to hitherto uncharted flows. The role of the state receives careful scrutiny and the paper maps the symbolic, institutional and geo-political factors which underlie the state’s attempt to control migration. 	The Kurdish Issue: Turkish Policy in South-East Anatolia examines the background and current policy of the Turkish government towards South East Anatolia and, in particular, the issues raised by the demands of Kurdish separatists. The paper pays particular attention to the role this issue has played within modern Turkish politics.

Ethnic Relations and Human Rights in Europe: Annual Report of the Ethnobarometer Programme, 1998

This is the full report of the Programme for its first year. It includes a overview essay highlighting the key issues in Europe during 1998, an interpretation of these events using social science research and shortened versions of the country reports produced by the Programme’s correspondents. Ethnic Studies in Europe: A Survey of Research Centres and Resources

This directory is a unique report on the developments in social science research in Europe in relation to issues of inter-ethnic relations and human rights. It is based on information supplied by more than three hundred research organisations, institutes and university departments. It includes an essay on the main approaches in European social science, short reports on individual countries and listings of the main centres showing their research programmes and publishing activities.

The directory was originally compiled by the Consiglio Italiano per le Scienze Sociali (CSS) in 1996 and a comprehensive and ongoing revision of the organisations entries was initiated by CEMES in September 1998. The directory is available elsewhere on this website [more..]
