The Ethnobarometer Programme is a dedicated network of social scientists providing independent and research-based reports on levels of racism, xenophobia and ethnic conflict in selected countries of Central, Eastern and Western Europe. It aims to monitor events, highlight areas of tension and identify relevant topics for further research and inquiry. The Programme serves as a tool for generating scientific information on inter-ethnic relations where these are taken to encompass both territorial minorities and communities of recent migrant origin.
The Programme was co-ordinated by the Consiglio Italiano per le Scienze Sociali (CSS) and CEMES under the joint responsibility of the Programmes Co-Directors dr. Alessandro Silj, secretary-general of CSS, and dr. Malcolm Cross, director of CEMES. From 2001 the network is co-ordinated by CSS.
The Ethnobarometer Programme was in its initial phase supported by AICE, the Association for Innovative Cooperation in Europe, created in 1996 by five European foundations, three of which have so far provided funding for the Programme the Compagnia di San Paolo, the European Cultural Foundation and the King Baudouin Foundation. The Programme was also supported by the Charles Stewart Mott Foundation, the Adriano Olivetti Foundation and the Commission of the European Union.
