The annual report for 1998 will be completed and published
in early 1999. The following is a brief synopsis of what the annual report will contain.
Preface
Organisation, structure and ways of working of the programme
(including meetings, publications programme etc etc).
1. Introduction
A description of the Ethnobarometer Programme (the objectives,
structure etc). The structure of the annual report.
2 1998: An overview of events
This section will contain a review of the main events in 1998.
These would include, for example, the emergence of the conflict in Kosovo, the political
crisis in Albania, the elections in Bosnia Herzegovina, the peace process in Northern
Ireland, the proposed ceasefire from ETA, Greek-Turkish confrontation in Cyprus etc etc.
3 Towards an
analysis of inter-ethnic relations
This section will propose a typology for the analysis of
minority-majority relations. It will propose a distinction between established minorities,
new minorities and migrants. It will also suggest a distinction between the types of claim
that may be made by these groups. For example, some claims are territorial, others concern
cultural recognition, while others are concerned with equality and integration issues. The
typology will suggest that conflict arenas vary according to these parameters. Examples
will be drawn from the material in the next section.
4 Case studies in
inter-ethnic relations
This section will contain shorted and edited versions of the
reports obtained from correspondents. Full versions of these reports will be available
only by special request.
5 Research resources
and research needs
In the light of the previous analysis, this section will
examine the extent to which existing research facilities, projects and programmes are
adequate for understanding these issues. It will consider, in particular, the
opportunities which arise for comparative projcets and for linking research findings with
the evolution of appropriate policy.
6 Conclusion
General implications for both research and policy.
Implications for the future of the Ethnobarometer Programme etc.
